Changes to High Support Needs and Complex Support Needs Allowance

It is with pleasure to share amendments to the High Support Needs Allowance (296) and the Complex Support Needs Allowance (612) policies and procedures that extends the review period for the allowance from 6 months to 12 months.

Issues have been raised through the Partners in Care forums, the Queensland Foster and Kinship Care (QFKC) Carer Survey 2018, the Continuous Quality Improvement process and, most recently, through the QFKC led regional forums. Carers and Child Safety staff have reported the significant administrative requirements associated with the 6 month timeframe and also identified that a child or young person’s needs do not change significantly within this period. 

This policy change is now in effect. It is important to note that the review timeframe for long-term guardians and permanent guardians remains unchanged at this stage. For foster and kinship carers currently receiving CSNA and HSNA, their review period will be extended. 

The allowance is based on the need of the child or young person and receipts from carers are not required to support eligibility. This change forms the beginning of a number of policy and procedure reviews being led by Child & Family Operational Support to streamline processes and ensure a consistent state wide framework for decision making in relation to financial supports provided to foster and kinship carers.
